Medical Care Plan

Eligibility for MCP
Newfoundland and Labrador covers three groups: Canadian citizens, landed immigrants and foreign workers; each of these groups is required to present supporting documentation . You must be a resident in Newfoundland and Labrador, defined as making your home in the province and living there for at least 4 consecutive months in a 12 month period.

To be covered, you must submit the application form. It can be found online in PDF format in English or in French, or at any doctor’s office or hospital. Once complete, send your application with the supporting documentation by mail, fax or in-person to the MCP offices. Applications are often processed within two weeks.

Coverage by MCP
The MCP coverage includes, but is not limited to:

  • visits to physicians and hospital
  • surgical, diagnostic and therapeutic procedures, pre- and post-operative care and radiology interpretive services
  • medically necessary in-hospital surgical-dental procedures

Services not covered by MCP include, but aren’t limited to:

  • physician’s advice by phone
  • drugs and vaccines or the provision of medical appliances
  • services available under other provincial or federal legislation (e.g. NIHB)
  • third party medical examinations and cosmetic procedures
  • chiropractic, podiatric, naturopathic, optometric, osteopathic, or physiotherapy

Ostomy Coverage
While the MCP does not cover ostomy supplies, some of the public drug assistance plans do. Also, the Dr. H. Bliss Murphy Cancer Care Foundation provides assistance for cancer patients experiencing financial hardship related to their diagnosis through the Patient and Family Support Fund.
